Partnership for the 2026–2030 programme of change

The “We Are!” Bureau protects the rights of LGBTIQ+ people in Ukraine: legal help in crisis situations, non-discrimination in communities and universities, verified data for decisions, and international advocacy. We are looking for partners to do this systematically by 2030.

Programme targets by 2030

120+cases and requests of legal or referral support — target by 2030 50universities where non-discrimination procedures are in place 25local authorities with expert non-discrimination support 10+legal positions and advocacy recommendations

Three directions of help for people — and what keeps their quality

Three directions where we directly help people and institutions — and what turns cases, requests, and research into evidence and recommendations for partners.

Direction 1

Legal protection and family safety

Legal help, crisis-preparedness documents, lawyers, notaries, strategic cases.

Direction 2

Institutional non-discrimination

Local authorities, universities, response protocols, readiness index, training products.

Direction 3

Community resilience

Psychosocial referral, digital safety, a partner map of services.

System 1

Evidence and monitoring

Research, hate-speech risk monitoring, analytical reviews.

System 2

Communication and safety

International advocacy, data protection, ethical work with personal stories.

Sustainability

Partner-led delivery

The Bureau holds quality, standards, and results monitoring, and scales specialised services with partners.

Directions where we are looking for partners

For each direction: who we support, the result we aim for, and the partners we need.

Programme support

Institutional programme support

Support for the team, monitoring and evaluation, participant safety, financial control, and core operational infrastructure.

  • Programme funding 2026–2030.
  • Separate budget scenarios: minimal, medium, full.
  • Public reporting and donor dialogue.

Expected change: a stable team and systems let the programme run the full cycle without losing quality or accountability.

Safety, ethics, and accountability

Working with LGBTIQ+ people in a wartime context requires data protection and a do-no-harm principle at every step.

Do-no-harm principle

No personal data, raw requests, or harmful content in public materials — only safe aggregates.

Data protection

GDPR and Ukraine's Law on Personal Data Protection. Internal notes and legal-case details are never public.

Participant safety

Safe referral and support that minimises the risk of re-traumatisation when reaching out.
